Overview – Prevent Users from Changing Wallpapers
By default, Windows allows users to change the wallpaper on their computers. You may want to disable this feature if you don’t want users to be able to change them without your permission as you’re concerned if someone adds something inappropriate.
Once you prevent the users from changing wallpaper in Windows, no user on your device will be able to change the wallpaper using the Windows Settings, Control Panel, or by right-clicking the image, and the option to change your desktop background gets faded as in the image below:

Windows wallpaper is a personal preference. By the end of this article, you’ll be able to prevent others from changing your device’s wallpaper:
1. Prevent users from changing password via Local Group Policy
Step 1: Type and open “Edit Group Policy” from the start menu or type and enter “gpedit.msc” in the Windows Run.

Step 2: Navigate to the following path:
User Configuration > Administrative Templates > Control Panel > Personalization and double-click the “Prevent Changing Desktop Background” option.

Step 3: Select the ‘Enabled’ option and press the ‘Apply’ button.

Step 4: Restart your device to make changes take effect.

2. Prevent users from changing password via Registry Editor
Step 1: Type and open “Registry Editor” from the start menu or press the “Windows key + R” key combination to open Windows Run, type “regedit” and hit the enter key.

Step 2: Navigate to the following path:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies, right-click the empty area, select the “New” option and click the DWORD (32-bit) value.

Step 3: Rename the value to “NoChangingWallpaper”, double-click, set its value from 0 to 1, and press the “OK” button.

Step 4: Restart your device to make changes take effect.
